1. Only unaccented E's that are pronounced /ə/ can be omitted.
2. The final E is always silent. Inside words, only omit the E when there are no more than two consonants.
3. When multiple elisions are possible, alternate the elision. There is no right or wrong way to alternate elisions.
4. Some exceptions: Je te, parce que, de ne, je ne. The pronunciation is invariable here.
